Since January 2019, I have had the great honor of serving you and the rest of Northeast Texas as a Justice on the 6th Court of Appeals. My current term runs through the end of 2024.

However, since Chief Justice Josh R. Morriss is retiring at the end of 2022, I have decided to run for the Chief Justice position that he will be vacating.

Justice Scott Stevens, 6th Court of Appeals

Justice Scott English Stevens was elected as the 26th Justice on the 6th District Court of Appeals located in Texarkana, Bowie County, Texas on November 6, 2018. The 6th District Court of Appeals covers 19 counties in Northeast Texas. Justice Stevens is the third Justice from Gregg County to serve on the Court.

Justice Stevens is a sixth generation East Texan. He was born and raised in Longview, Gregg County, Texas. He is the fourth generation in his family from Longview. His mother, Floreid (Flo) Francis Stevens, was the daughter of Dr. Thomas B. and Eugenia Francis. His father, Dr. Alexander C. (Al) Stevens, M.D., was a general surgeon in Longview for 30 years.

Justice Stevens is married and is the proud parent of two children. The Stevens family attends Trinity Episcopal Church. He has also served on several boards in Longview, and is a member of the Wilbur Smith Rotary in Texarkana, TX.

Professional Experience

After completing law school, Justice Stevens returned to Longview and went to work at Harbour, Smith, Harris & Merritt, P.C., where he primarily handled litigation matters for Wal-Mart Stores, Inc. and insurance defense work.  During that time, he tried over 30 jury trials to verdict, both in state and federal court.

In 2004, Justice Stevens opened his own law firm in Longview, Texas, and represented large and small companies in a variety of litigation matters, including complex business disputes, construction matters, contract disputes, DTPA claims and employment matters. In addition to practicing in state and federal courts in Texas, he also represented clients in various federal courts throughout the United States, including courts in California, Florida, Illinois, Kansas, Massachusetts, Nevada, New York, South Carolina, Washington, Washington DC and the International Trade Commission.  Justice Stevens also represented clients before various state agencies, including the OCCC and TXDMV.
Justice Stevens’s judicial career began on November 6, 2018, when he was elected as a Justice of the 6th Court of Appeals in Texarkana.
